For 50 consecutive days, the streets of Tirana have burned with something Albania hasn't seen since the fall of its communist regime in 1991: a revolution. Tens of thousands of protesters — many wielding inflatable pink flamingos — have flooded the capital, demanding the cancellation of a multibillion-dollar luxury resort backed by Jared Kushner and Ivanka Trump, the resignation of Prime Minister Edi Rama, and an end to the corruption that has defined Albanian politics for three decades.

They call it the Flamingo Revolution, named for the migratory birds that shelter in the Narta Lagoon — a protected wetland that the Kushner-linked project would carve up and sell to the highest bidder.

The Deal: A Billionaire's Playground on Stolen Land

The project, spearheaded by Atlantic Incubation Partners — a company affiliated with Kushner — encompasses two sites: approximately $1.4 billion to develop Sazan Island and $4.7 billion to develop a vast coastal plot around Zvërnec. The leaked plans are staggering in their ambition: 600 townhouses, 520 villas, 1,400 apartments, a marina for 350 superyachts, a golf course, and a constellation of luxury retail and dining — all sprawled across 13 million square feet of ecologically protected Albanian coastline.

But Sazan Island is not some pristine, undiscovered paradise waiting for a white savior. It is a former Soviet military base, littered with bunkers, secret tunnels, and unexploded ordnance. It was designated a national marine park in 2010. Until 2024, selling or leasing protected national park land for private development was flatly illegal.

Then the Albanian Parliament passed Law 21/2024, an amendment to the Protected Areas Law that carved out a special exception — exclusively for "structures of excellence, five stars or more." The law was passed shortly before the resort project was announced. BirdLife International called it exactly what it was: the legal scaffolding for a corporate land grab dressed up as tourism development.

Rama's candor was remarkable only in its honesty. The deal was never about Albania's interests. It was about the interests of Jared Kushner — and the Albanian oligarch Shefqet Kastrati, one of the country's most powerful businessmen, whose construction empire stands to profit enormously.

The Corruption Beneath the Surface

What the WikiLeaks of the 2010s did for diplomacy, the Flamingo Revolution is doing for Albanian corruption. The deal reeks at every level.

Under Albania's Law on Strategic Investments, the state — meaning taxpayers — is required to help accelerate construction and cover supporting infrastructure costs. The decision to grant strategic investor status to Atlantic Incubation Partners explicitly stated that the defense ministry would assume the costs of cleaning up decades of military waste on Sazan. The island lacks running water. It lacks a sewage system. Albanian taxpayers would subsidize the creation of infrastructure for a resort they will never be able to afford to visit.

Redi Muçi, a member of the Albanian Parliament representing the left-wing party Lëvizja Bashkë, laid it out plainly on Democracy Now!:

The story involves money laundering from drug traffickers, the stripping away of property rights of local residents, as well as environmental destruction. Prime Minister Edi Rama is at the same time head of this national council on territory planning, which means that he's the one that signs all these construction permits.

SPAK, Albania's independent anti-corruption body, has issued 20 arrest warrants for individuals linked to drug trafficking who acquired more than 1 million square meters of construction permits — permits personally signed by Rama.

The Resistance: From Zvërnec to the Streets

The protests began on May 23, 2026, in the village of Zvërnec, when residents discovered razor-wire fences going up around the Pishe Poro beach — a stretch of coastline that locals had swam and sunbathed on for generations. Brunela Mertiri, a local woman whose viral video helped ignite the movement, said:

This is my land. They do not deserve to come and take our land, our sea, our forest. It is ours; it is not theirs. It is not Kastrati's nor Kushner's nor Trump's nor anyone else's.

What started as a local environmental defense quickly metastasized into something far larger. By June, near-daily protests were filling the streets of Tirana. On July 2, police deployed tear gas, pepper spray, and water cannons against demonstrators in downtown Tirana. Eighteen people were arrested. Nine police officers were reported injured. At least one protester, Niko Qarkaj, was beaten by police after suffering epileptic seizures, placed in detention, and launched a hunger strike.

The protesters' demands have crystallized into five points:

1. The non-negotiable resignation of Edi Rama
2. Formation of a 12-month non-partisan technical transitional government
3. Constitutional and electoral reforms, including a two-term limit for prime ministers
4. Cancellation of the Sazan-Zvërnec resort project
5. Full repeal of Law 21/2024

This is overwhelmingly a Gen Z movement — young Albanians who grew up with EU accession as a national aspiration, only to watch their government auction off protected lands to the son-in-law of a US president. But it has drawn multiple generations, energized the vast Albanian diaspora, and attracted European sympathizers. Dua Lipa, the British-Albanian pop star, publicly backed the protests in July.

The Crackdown and the Lies

The government response has been a masterclass in authoritarian deflection. Rama has posted clown emojis on social media alongside dramatic photos of police clashes. Government-aligned media has pushed disinformation — including a fabricated claim that the project had been moved to the Greek island of Mykonos. Media watchdogs have documented widespread self-censorship in Albanian press, particularly on stories involving oligarchs or politically connected figures.

Private security personnel — hired, locals say, by Kastrati's companies — have been filmed dragging protesters by force. Two security firms, Myrto Security and Major Security, had their licenses revoked after footage of the assaults circulated internationally. Police have obstructed journalists from filming at protests, formed human chains to block cameras, and detained protesters who recorded the crackdown.

The European Parliament has issued a resolution demanding the cessation of the resort project and adherence to EU environmental protection laws. Tineke Strik, a Dutch MEP, warned: "If they go ahead, they'll have a big problem with the EU during the negotiations."

The Stakes: Democracy, Sovereignty, and a Wetland

The Flamingo Revolution is about more than a resort. It is about whether a small nation's sovereignty can be purchased by foreign billionaires with the collusion of a corrupt political class. It is about whether environmental protections exist to protect the environment — or to be waived the moment someone wealthy enough wants them gone. It is about whether the people who live on a piece of land have any say in what happens to it.

Foreign Policy called it "the most significant social movement in Albania since the fall of communism." That assessment may understate it. Communism fell from above, when the regime collapsed under its own weight. The Flamingo Revolution is building from below — one protest at a time, one flamingo at a time, one name on a petition at a time.
