On July 6, 2026, at a press conference in the courtyard of Al-Aqsa Hospital in Deir el-Balah, Hamas announced the dissolution of its Government Emergency Committee — the body that had administered the Gaza Strip for nearly two decades. Mohammed al-Farra, the head of the emergency committee, resigned. Ismail al-Thawabta, director of Hamas's Government Media Office, read a statement declaring that the group would transfer administrative authority to the National Committee for the Administration of Gaza (NCAG).

It was presented as a concession for peace. It was, in reality, the final act of a bureaucratic machinery designed not to rebuild Gaza, but to manage its erasure.

The NCAG — 15 unelected Palestinian technocrats chaired by Ali Shaath, appointed with Israeli approval, headquartered not in Gaza but in Cairo because Israel will not allow them to enter — is the administrative arm of a "peace" architecture that has granted Benjamin Netanyahu a permanent seat at the table while Palestinians have none. It answers to a Board of Peace whose charter does not mention Gaza. It does not mention human rights. Its six pages say nothing about the 73,098 Palestinians killed, the millions displaced, the land seized.

This is not a peace plan. This is the Nakba managed by spreadsheet.

The Board of Peace: War Criminals in Suits

The Board of Peace was created by Donald Trump in January 2026 as part of the US-brokered ceasefire that took effect in October 2025. Its mandate: oversee the reconstruction of Gaza and the implementation of a 20-point peace plan. Its design: something closer to a colonial administration than a diplomatic body.

The facts are damning:

The same week Trump held the Board's signing ceremony at Davos in January 2026, he was photographed meeting Vladimir Putin. Both men now hold influence over the body that controls Gaza's future — one under ICC indictment for aggression, the other for crimes against humanity. Viktor Orbán, the far-right Hungarian prime minister, has also joined. So has Mohammed bin Salman. The Board's full membership reads like a list of the world's most enthusiastic human rights violators, each paying $1 billion for the privilege.

As Al Jazeera's analysis noted, the Board “puts rights abusers in charge of the global order.”

And at its center, presiding over Gaza's governance transition: Nikolay Mladenov, a Bulgarian diplomat who has consistently blamed Hamas for the stalled ceasefire while saying almost nothing about Israel's expansion into 70 percent of the Strip. Mladenov has “insisted”, in agreement with the Israeli position, that Hamas must disarm “before” any transition proceeds — effectively making governance conditional on surrender.

The NCAG: 15 Technocrats in Exile

The National Committee for the Administration of Gaza was formed on January 16, 2026 under UN Security Council Resolution 2803. Its members were selected by Palestinian factions — Fatah, Hamas, Palestinian Islamic Jihad, and others — and vetted by Israel. Ali Shaath, its chief commissioner, is a longtime Palestinian diplomat. The committee is tasked with restoring health, education, and water services. It is also mandated to maintain law and order under a unified police force.

Six months after its formation, the NCAG has not set foot in Gaza.

Israel has blocked its entry. Israeli Foreign Minister Gideon Saar dismissed the entire governance transition as a trick, claiming Hamas would replicate the Hezbollah model — a civilian government doing municipal services while Hamas retains military control. The irony is staggering: Israel demands Hamas disarm and surrender governance, then blocks the body created to replace Hamas from actually governing.

The NCAG's own statement, posted by Shaath on X, made its conditions clear:

“The essential requirements for the Committee's effective functioning include the existence of a single governing authority operating under one legal framework with a clear mandate, and a unified security apparatus accountable to that authority.”

Translation: we cannot govern territory occupied by a foreign military that controls 70 percent of the land, shoots civilians during ceasefire violations, and refuses to let us in.

The Ceasefire That Isn't: 1,005 Killed Since October 2025

While the NCAG prepared in Cairo and the Board of Peace met in Davos and the world congratulated itself on brokering peace, the bombs never stopped. At least 1,005 Palestinians have been killed in Gaza since the ceasefire was announced in October 2025. The total death toll since October 2023 has reached 73,098 — and those are only the bodies that have been counted.

Israel now controls approximately 70 percent of the Gaza Strip, having steadily expanded its military footprint under the guise of security operations. The IDF's "Yellow Line" — the boundary marking Israeli-controlled areas — has grown from 53 percent under the original ceasefire terms to encompass nearly three-quarters of the territory. Palestinians are crowded into shrinking slivers of land, surrounded by military checkpoints, permanent surveillance infrastructure, and freshly built settlement outposts.

As we documented in our investigation into Israel's settlement construction on Gaza's graves, Finance Minister Bezalel Smotrich announced three illegal Nahal settlement outposts in northern Gaza and $400 million in funding for settlement infrastructure. On July 6 — the exact same day Hamas dissolved its government — Smotrich declared a “revolution in settlement” that would extend illegal outposts beyond the West Bank into the Negev and Galilee.

The timing was not coincidental. It was choreographed.

The Erasure Machine: From UNRWA to the Board of Peace

This governance architecture did not emerge in a vacuum. It is the culmination of a systematic campaign to erase Palestinian self-determination — a campaign we have documented across multiple investigations.

The Board of Peace sits atop a chain of institutions designed to displace Palestinian agency:

• UNRWA holds the Nakba registry — the property deeds, land titles, and family records that prove Palestine exists. Trump has moved to dismantle it, as we reported in our investigation into how Trump, Netanyahu, and the Board of Peace are completing the Nakba.
• AI-screening systems — Israel's Lavender, Where's Daddy, and Gospel targeting algorithms — have killed thousands of civilians with what amounts to automated genocide, as we documented in our investigation into Israel's final solution.
• Settlement outposts in northern Gaza are being built on the rubble of Palestinian homes — concrete proof that annexation is not a future risk but a present reality.
• The NCAG is the administrative capstone: a Palestinian face on a structure controlled by Israel, the United States, and a Board that includes two men under ICC indictment.

Each piece serves the same function: remove Palestinians from the equation while maintaining the appearance of process. The NCAG governs nothing because Israel will not let it. The Board of Peace mentions neither Gaza nor rights because its purpose is not justice but management. The ceasefire continues in name while the killing continues in fact.

What Hamas Said — And What It Means

Hamas spokesman Hazem Qassem called the dissolution a positive step forward on the path to implement the ceasefire deal. Ismail al-Thawabta was more direct:

“We hope that this important step on the ground will help bring an end to the aggression, stop the genocide, secure the withdrawal of the Israeli army from the Gaza Strip, reopen the crossings to allow the entry of aid trucks and end the policy of starvation.”

None of those things have happened. The aggression continues. The genocide continues. The Israeli army is expanding, not withdrawing. Crossings remain restricted. Starvation remains a weapon.

Hamas has been here before. The group agreed to decommissioning frameworks in past negotiations, only to see Israel violate its own obligations first. The Northern Ireland model — which Hamas cited — saw disarmament follow political guarantees, not precede them. The original Trump peace plan itself stated that demilitarization would occur “under the supervision of independent monitors through an agreed process” — not as a precondition for governance.

Israel and Mladenov have rewritten the sequence: disarm first, governance later, withdrawal never.

Ali Shaath sits in Cairo. Fifteen technocrats wait in Egyptian hotels and meeting rooms, preparing plans for a territory they are barred from entering. Mahmoud Abbas, the Palestinian Authority president whose legitimacy in Gaza is near zero, takes calls with Shaath about a future transfer of authority that Israel has already made impossible through territorial conquest.

The NCAG's mandate includes restoring water services — but Israel controls the water. It includes rebuilding hospitals — but Israel has destroyed most of them. It includes reopening schools — but the schools are rubble, and the children are dead, or displaced, or dying of disease in camps without sanitation.

As we reported when chickenpox devastated Gaza's displacement camps, killing children and overwhelming the few remaining medical facilities, 9,300 suspected cases were recorded in two weeks. The siege conditions that engineer public health catastrophes are the same conditions the NCAG is supposed to administer — without authority, without access, and without a functioning territory to administer.

The Stakes: What Happens Next

The path forward is not complicated. It is simply blocked by those who profit from its obstruction.

What must happen:

• Israel must withdraw from Gaza to the boundaries specified in the ceasefire agreement — not the expanded 70% occupation zone
• The NCAG must be allowed to enter Gaza immediately, with full administrative authority
• The Board of Peace must include Palestinian representation — or be dismantled
• Netanyahu must face prosecution for war crimes, not be handed a permanent seat on the body governing his victims' future
• Settlement construction in Gaza must halt and be reversed
• The international community must enforce the ceasefire it brokered — or admit it was never a ceasefire at all

What will happen without intervention:

Israel will continue expanding its Yellow Line until it covers 100% of Gaza. Smotrich's settlement outposts will become permanent. The NCAG will remain in Cairo, administering nothing. The Board of Peace will continue meeting without Palestinians, approving plans for a territory that is being annexed in real time. And the death toll will continue climbing — managed, bureaucratized, and ignored by the very institutions created to end it.

Hamas dissolved its government on July 6. Israel's response was to announce more settlements. The Board of Peace said nothing. Mladenov blamed Hamas. Trump congratulated himself.

The machinery of erasure runs on schedule. The only thing missing is anyone willing to stop it.
