The video, which has circulated widely on social media and amassed over a million views, shows the settler driving a golf cart with a rope trailing behind it, attached to the child's body. He stops. He touches the body. He moves on. There is no panic, no urgency, no suggestion that this man believes he will face consequences for what he has done.

And he is almost certainly right to believe that.

The Context That Makes This Possible

This grotesque act does not exist in a vacuum. It is the logical endpoint of a system that has spent decades dehumanizing Palestinians, arming their tormentors, and shielding the result from accountability.

As we documented in our investigation of the paramilitary infrastructure behind settler violence, the so-called "settlers" operating in the West Bank are not civilians who happen to live on stolen land. They are the same network responsible for burning electricity cables in Jalud to terrorize Palestinian communities and killing or stealing over 8,000 sheep and goats as a weapon of starvation. They are overwhelmingly former IDF soldiers, armed and organized with state backing, embedded within military command structures, and deployed as the vanguard of territorial expansion. They operate with near-total impunity: according to Israeli human rights organization Yesh Din, 97.4% of complaints filed by Palestinians against settlers result in no prosecution whatsoever.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) has documented over 5,330 settler attacks resulting in casualties, property damage, or both since October 2023. Over 1,000 such attacks were recorded in the first half of 2026 alone — an average of roughly six per day — across more than 230 Palestinian communities. Sixty-four Palestinians have been killed and over 5,170 injured in the West Bank by settlers or Israeli forces in this context since October 2023.

Settler violence is now the number one cause of Palestinian displacement in the West Bank, according to OCHA. At least 117 predominantly Bedouin and herding communities have been fully or partially displaced between January 2023 and April 2026 — over 5,900 people driven from ancestral land. Over 100 villages have been emptied.

This is not a cycle. This is a campaign.

The Pattern of Targeting Children

Children are not collateral damage in the settler project — they are targets. A June 2026 UN commission found that Israel is deliberately targeting children in its genocide against Palestinians. The Middle East Eye reported that in the first half of 2025, settlers abducted two siblings under five years old at knifepoint while they played outside their home, dragged them to an olive grove, and tied them to a tree. In August 2024, armed settlers abducted two 15-year-old boys herding cattle, beat them, blindfolded them, stripped them, and sexually assaulted them.

On the very day the golf cart video circulated, a six-year-old Palestinian boy named Mukhlis Al Slaimeh was struck by a car driven by a settler near Checkpoint 160 in Hebron's Old City. According to his father, the settler deliberately drove into the boy while he was playing with other children before fleeing the scene. The boy was hospitalized with facial bruising.

Just one week earlier, settlers raided the town of Ramin east of Tulkarm, burning vehicles and terrorizing residents — part of the same machinery of violence that produces scenes like the one in the video. This is the same settler terror network that attacked a West Bank school, killing children at their desks, the same network operating behind the largest West Bank military invasion since 2002, the same forces that have turned the territory into what we described as a landscape of organized state-backed violence.

The Sanctions That Don't Exist

The international community has taken halting, inadequate steps. The EU has discussed sanctions on settlement trade, with several member states pushing for action in response to escalating violence. The UK, Canada, and France have recognized Palestinian statehood. The Biden administration issued a handful of visa bans against individual settlers — symbolic gestures that have done nothing to alter the structural reality on the ground.

Israel Katz, Israel's defense minister — the same official whose ethnic cleansing policies prompted calls for an ICC arrest warrant — blocked administrative detention orders against Jewish extremists in January 2025, actively undermining the already minimal tools available to contain settler terror. The IDF and Shin Bet have publicly criticized the police under National Security Minister Itamar Ben-Gvir for failing to enforce the law against extremist settlers. The state apparatus is not just failing to stop the violence — factions within it are actively enabling it.

The EU's own case law — the 2019 European Court of Justice ruling — already classifies settlement goods as distinct from Israeli goods and subject to labeling requirements. This must escalate from labeling to full trade prohibition.
  • The enforcement of the Leahy Law by the United States, which prohibits military assistance to foreign security force units that commit gross violations of human rights. Settler militias trained by and embedded with IDF units fall squarely within this framework. Every weapon supplied by the United States that ends up in settler hands makes the US government a material accomplice to the violence it claims to oppose.
  • The prosecution of Israeli officials — including military commanders and political leaders — who facilitate, arm, and protect settler violence. The International Criminal Court's jurisdiction extends to the occupied Palestinian territory. Settlement expansion and associated violence constitute the war crime of transferring a civilian population into occupied territory and the crime against humanity of persecution.
  • The dismantlement of the settlement enterprise as a precondition for any political resolution. There is no two-state solution that leaves 700,000 settlers in place on stolen land, protected by the Israeli military, sustained by state subsidies, and emboldened by decades of impunity. The settlements are the obstacle — not the Palestinians who resist them.

The System That Produces This

The video of a child's body being dragged behind a golf cart is not an aberration. It is the product of a system that teaches its beneficiaries that Palestinian lives are expendable, that Palestinian children are not children, that the land they live on is promised to someone else by God, and that the state will protect you no matter what you do.

Every settler who burns a Palestinian olive grove, every soldier who stands by while a pogrom unfolds, every politician who calls for annexation, every diplomat who issues a statement of "concern" while the killing continues — they are all part of the same apparatus.

The settler in the video did not wake up one morning and decide to drag a child's body behind his golf cart. He was made capable of that act by decades of indoctrination, militarization, and impunity. He is the product of a state that was founded on the dispossession of one people for the benefit of another, and that has never been held to account for it.

Until the international community treats the Israeli settlement enterprise as the criminal infrastructure it is — until sanctions bite, until arms are cut off, until prosecutions begin, until the settlements are dismantled — there will be more videos. More bodies. More children treated as less than human.

The only question is whether the world will keep watching, or whether it will finally act.
